Starship FAA approval?

So we've all seen Musk suggest late Feb/ March is a viable launch timeline for first attempt at orbit. Obviously we all know there's some work to be done to be ready. Regardless of what state Starship is currently in; what are the, if any, current roadblocks to the FAA giving the greenlight? Does Starship have to go through full stack WDR, static fires etc before FAA will certify? Or are we still waiting on environmental reviews and other paperwork etc?
