High altitude desert starter?

I live near Santa Fe NM, so high altitude desert. I'm at 7,000 feet above sea level and have tried three starters so far, and all three have failed. I have not tried making one by supplementing yeast into the starter, instead trying to let it develop by itself. Do I need to add yeast? Is there something else I need to do?
