They are on the right track when they said that Jay Garrick might be Zoom. In fact, I believe that Zoom is The Rival, Earth 2's Reverse Flash. His name is Edward Clariss, original creator of the Velocity drug which he believed to be how Jay got the speed force. When he got rejected by the scientific community, he became a villain; he wore a suit similar to the Flash's, but darker. He is known to run on Velocity 9, and emits a blue lightning when running. Sounds familiar, eh?
