Backpack and Inventory: Help PLZ

I've been looking all over for answers. I'm confused if there is a movement penalty for having items in your inventory? Because you see the number increase on the strong arm UI on the bottom. Also wondering how to offload items, and whats the purpose of the black backpack. I know how to use hotkeys, I press G to drop things but it doesn't work for most inventory.
