I'm driving myself crazy picking songs for an album

Where do I start... This album... I narrowed down the list of contender songs to around 30 songs, my intention is for the album to be roughly 12 songs. The problem is, there's only around 5 songs that I know I want on this album, and but for the other 7 slots I keep switching back and forth. I'm a bit stuck. All the contender songs are great imo, so quality's not an issue.
I'm looking for advice and anecdotes on how you guys decide on the theme and songs of an album, thank you :-)
