How to design Oracles?

First things first, hello you there my dear reader! Hope you're having a good day.

I'm currently designing a solo/coop post-apocalypse ttrrpg, that's somewhat a juiced up version of Alone among the Stars. Long story short, in my country (Italy) one of the most famous games have always been a post-apocalypse game based around tarot cards, so I was looking to make a solo game that could be played in that setting (pretty amazing by the way) using game components I've already at hand.

I'm already pretty much settled on the core mechanic and game loop of the system. The game is played through a sequence of scenes; a scene starts by putting down three cards face down in a spread, flipping over the first to tell you things about the location of the scene (in a location oracle table), the second about the obstacle (in an obstacle oracle table) and the third about the aftermath, either good or bad according to how things went down, update the sheet if needed, then you go in the next scene. You can check the oracle or "make a skill check" by flipping over another card, looking at it, and then putting it on the bottom of the deck.

Now that I've provided enough context, what I'm struggling with right now is filling the blanks on the oracle tables. Have you ever designed Oracles for a game? How do you fill the empty spots on the table? How do you understand what table is needed and what table isn't?
