Issues Refilling Canister

I have a 5lb co2 tank that I use to fill my SodaStream Canisters. I invert the tank, and use this adapter. So far I have not been able to get more than 100g of CO2 into the canisters (out of a possible 400). I am already refrigerating the canisters prior to filling. What else should I be doing?
