Animal rescue in LA. -consistently posting content and reels -following similar accounts -commenting and liking similar accounts
Chicken and the egg to team up with other brands on giveaways / cross promotions.
Any advice??

Took a look and noticed there’s sometimes multiple days go by with no posts at all. I’d be posting at least one reel per day but ideally at least 2, I know it’s not always easy to come up with enough content for that but if you can it’s going to be better.
I don’t think following similar accounts & engaging with similar accounts helps you, other than hoping those accounts return the favour. Engaging with people on your own posts will help but the thing that will help most is having the best content in your niche. You’re already following some similar accounts so maybe you could see if any of them are doing anything better than you and figure out how to make yours better.
