AI absolutely refuse cease-fire

No matter what I offer, most factions refuse to accept cease-fire no matter what.

Anyone else have an issue with this, or is this normal?

Edit: Also, the AI seems to hate upgrading the cease-fire to shared vision. I never got it to work so far.

I got the cease-fire to work only in the beginning of the game. If the AI refuses it, it will never accept it no matter what. I think the game decides which of factions will cease-fire with you at the start of the game. I consider the diplomacy barebones and broken. It's the bare minimum viable part of the game. hope they actually work on it in later patches.
