How complete or playable is SOSE2 with Tech 5?

I had a small play when it got first released but it was missing so much.
I've read a bunch of reviews that all say its fun (at Tech 4, nothing yet for Tech 5) but no one gets into the how complete or playable it is.
ie can I play a full skirmish map? or is half the buildings missing or hugely uneven balancing etc
