How do I tell if my IP is banned

I had my old snap that I had for 5 years deleted recently. I have a lot of pics saved from it on my phone so I’m not that upset about it, more just annoyed at having to make a new one. I get a new phone tomorrow and plan on just starting over and adding as many people back as I can from my old account. Since I’ll have a new phone and plan on using my iCloud email rather then the email on the old account, will I be able to even make a new one, or is my IP adress banned rather then my IMEI? Please someone help!
