Crit vs Pen

Wait before posting, I know this question is an age old battle. Hunters are becoming my main, but i need help after this slash update, recently with Slash game mode Ive been encountering 2 players as tanky-for a hunter. Which would you use (Crit or Pen) if you dont see spectral armor (crit reduced by 30%)? I know there's many different hunters some thrive on crit some on pen. Im just asking what is your preference on when not seeing the spectral armor. Edit: This is for slash game mode*
