1) Ramas' early game clear is less than stellar and in the early game will cause you to lose quite abit of farm if the enemy adc knows what he/she are doing 2) all though it may not have mana costs his 1st ability takes a while to charge up enough to clear a whole wave (like apollo and many others) 3) Ramas' ult IS strong, however for being strong he is the only hunter aside from ullr that lacks mobility from his ult (not saying HIGH mobility like apollo but just any movement in general) TLDR: all his abilities are super strong yes, but they come at a price of lacking Mobility and wave clear thus, making him fine compared to other hunter ( kind of in the same pool as artemis)
