What's the deal with the new Tsukuyomi skin? (Shinobi Slayer)

On the one hand, it looks cool and is priced at 1200 gems, the same price of his other exclusive skins. Nothing odd so far.

But after taking it into jungle practice, some strange things become apparent:

- Its effects are identical to the default, with a slight red tinge.

- The voice pack and character lines are exactly the same as his default.

I know Tsuku himself isn't far removed from a ninja already, but it feels off how similar the effects are to his base design. The voice pack being the exact same is especially weird.

Is it bugged or intentional?

EDIT: I've been informed that HirezIsiah has stated that the voice pack is intended to be the same. Still no confirmation on the effects but it seems likely they are intentional as well.
