Waiver settings make no sense to me. Anybody know the proper settings?

Our waivers aren’t that complicated. Players stay one waivers after games till the following Wednesday at 7pm (voted on by the league), then they become free agents. They clear at this time so everyone is awake and able to grab free agents. When it’s at midnight, some people are awake but others complained about them having an advantage.

Last week, I had these settings and the waivers cleared at 7pm on Wednesday. However, this week, with the same settings, they’re clearing at 12:05am. Does anyone know the settings to make this work?
