Jarl Elisif the Fair conversation bugged. Can't finish quests

Ok so I have been collecting Stones of Barenziah and am sitting pretty on 23/24 but the final one is inside Proudspire Manor, which I need to buy and can't do it until I do a quest for Jarl Elisif the Fair in Solitude, but my conversation with her is bugged out as if I were talking to her at the party in the Thalmor Embassy.
Is there a console command to reset her conversation to default or something? Gonna be pretty unimpressed if I can't fix this
