Someone posted a while ago about the frame rate not being correct, i.e. the seconds on the time code were inaccurate. Let's assume that the redacted portion is showing a date (as indicated by the slashes). Obviously the date can't be the year because it shows "23" and "24." It can't be the month, either. Let's entertain that the end numbers could be the days of the month. There are only certain countries that put the date in this format, and some of them (Like Afghanistan) were Soviet controlled. Food for thought.
