Advice for super dry skin, but skin type isn't dry?

Hi everyone. I'm kind of a skincare newbie so please be kind. :')

I think my skin type is oily. As a teen, my skin would get so oily that at the end of the day, if I ran my finger down the side of my face, I would wipe off all my makeup. So I did some research and got some skincare products that were good for people with oily skin.

I don't think my skincare routine is perfect, but skin feels a lot better than it did in high school. I use a toner without alcohol once a week. I moisturize everyday with a CeraVe moisturizer for oily skin and this Olay day cream. I also put on sunscreen everyday.

However, the past couple weeks, my skin has been super dry and flaky. Like painfully dry. I haven't changed anything. I go to college in a humid climate and I came home a couple weeks ago to a dryer climate. I've never had this problem before.

I haven't started any new medications or diet changes. No new birth control or anything. Is it just the difference in humidity? Any advice?

Oh! I also clean my face in the night and the morning. I use a Biore charcoal facewash and once every two weeks, I use an exfolianting facewash.

My face does feel tight and dry after I wash, but my forehead and cheeks get shiny by the end of the day so I thought that meant that my skin is oily. I think I'll try a different facewash and moisturizer. I'm almost out of my current moisturizer so I'll try one that isn't specifically for oily skin.
