I've been researching for around a month. Is this enough for a basic skincare routine and have I got it in the right order?

I've been researching and have a 'basic' and 'advanced' skincare routine in my notes, but people recommend to start off with a basic one if I'm introducing a new routine to my skin. I'd love it if any of you could look over my idea of what a basic skincare routine looks like and tell me if I'm missing anything or have anything in the wrong order! I do also have extra questions at the bottom if you feel nice enough to answer them

AM:

  • Wash face
  • Moisturise
  • SPF

PM:

  • Wash face with water
  • Wash face with oil based cleanser
  • Wash Face with water based cleanser (like a foaming cleanser or gel based one)
  • Moisturise.

A couple of questions that I'm wondering about and would appreciate help with:

  • I'm not sure if I should be cleansing in the morning, or just a simple face wash with a cloth and water?
  • Should I be introducing a toner at this stage? If so, at what point in my routine should I be toning?
  • What's the correct order to apply these products in?
  • In all my research, I am still confused as fuck about cleansers and moisturisers. Google says they're different things, but they seem to have the same ingredients like AHA's, BHA's & PHA's? I see recommendations to cleanse every night, but only exfoliate approx 3 times a week.

Edit: Thank you everyone for all your advice! I realised that I haven't given you my skin type or no other details. I've got lightly oily skin and I'm lucky enough not to be prone to eczema or acne
