Flakiness... in my eyebrows??

Hi everyone!
I'm kinda new here so forgive me if this is a silly question. I have combination skin, oily T-zone, acne prone on the apples of my cheeks and next to my scalp, pretty standard. What boggles my mind is that I get really dry flaky skin in my eyebrows. It's honestly gross. What do I use to treat this? I'm afraid of damaging my hair.
