Will He Be Playable Support?

I've always wanted to play Scorpion Boy, but I hate jungle and OG Skarner Top seems pretty meh. I do play a lot of support though, and I can't help but notice that they gave him x3 HP ratio and four different CCs, including Hard CC.

I also noticed that he seems pretty similar to Poppy, who is already quite playable as a bot support.

Obviously, no one has actually played him to a sufficient level of detail yet. However, based on your superior Skarner wisdom, does the newboi scorpion look playable in support?
