Former unlimited members have to pay initiation fee?

I saw on one thread that former unlimited members who are being forced to switch to a different plan since they no longer have unlimited will be forced to pay an initiation fee. I'm thinking about switching to monthly 17.99 3 ticket plan. When I go through the motions and get up to check out it says "0" for initiation fee and that I will only be paying the 17.99. should I trust this or have people been getting charged the 19.99 initiation?
