sim not able to deal to certain sims??

mod is basemental drugs, yes i checked they're tutorials
my sim got married to an npc and i didn't realize they were a dealer (not an issue so is mine) but when i go to the drugs option with the npc(now playable cause same household) to my sim it says "this sim has convinced them they no longer deal drugs" and i'm not sure how that happened. does anyone know how? and how i can do that with my sim to others?
