I can’t mod or add cc

I’ve tried both 7zip and winrar and neither work. I have a 64 bit windows laptop and have downloaded the versions compatible. When I go to extract the mod or cc in the Mods folder there’s either not an option to extract or if there is it will “extract” but the file stays the same. I’ve tried opening it and I get a pop up that says The archive is either in unknown format or damaged. They’re popular mods and cc that no one else has a problem downloading
