How do I deal with fuel cells and siphoners?

There's no alert that any of them have run dry, and I haven't seen any sims refill them autonomously. In fact, the refill action is at least two to three levels deep in the menu.
It doesn't seem to affect gameplay or their ability to use an item. So what are they actually there for if I'm not on an Off The Grid lot?
