Once a Code Monkey always a Code Monkey? Unplayed sim still in the same job I left him at.

I moved a sim out of the main household once he hit Young Adult. He had a Programming skill of 3, and I sent him down the Tech Guru path as a Code monkey.
Now he's an Elder. Still a Code Monkey with a Programming skill of 3. What happened? His then-girlfriend was a Story Researcher. She eventually moved out and married someone else, but is still a Story Researcher. The girlfriend's pregnant teen sister moved in with them right before I switched to Unplayed. The resulting daughter is now a teen. With NO skills.
So what happened? I have MCCC to handle progression. Did I miss a setting, or am I expecting too much? How do I keep the sims I move out and don't really play anymore from stagnating like this?
