Free Simcity Clones?

My daughter (5) has started playing SimCity BuildIt and wants to play together. I know of the limitations in the system, and was thinking of looking for one that we could play together on a PC. However, because my daughter has been known to be ... well ... flighty ... I don't know how much I want to spend on the program to start. Are there any free clones out there that we could start with?
