Troubleshooting: P238 keeps failing to eject spent shells

Where would y'all start with troubleshooting this? These shells feel like they're stuck in the barrel when I go to pull them out. I've never seen spent shells in such rough shape like the ones pictured. Should I start with the barrel, extractor, spring?? I've used three different manufacturers of ammunition including Sig's V-Crown .380.
