I live here. Nobody would get you in trouble for giving them food. Giving them money, on the other hand, more often than not enables them to buy drugs and perpetuate the problem. I understand that not all of them are on drugs. Many of them are and they ruin it for the ones who are honestly in a rut and trying to pull theirselves out. There are shelters and many programs to help them get back on their feet. In my area it's suggested that rather than handing the person money you could donate that money to these programs instead.
