Is It Illegal In South Korea To Send Things Via Air To North Korea?

I know that in North Korea it is illegal for people to send things over the border to South Korea or China, but in South Korea is a person able to be punished for doing the same thing? Say I'm in South Korea and I have pastries (I know, it's just an example) and I want to send them to North Korea, could I be charged in South Korean law for trying to tie pastries to balloons and send them over the border?
