Question on PGO shotgun legality

By now I'm assuming we're all familiar with the non-NFA shotguns like the Remington Tac-13 and Tac-14 or the Mossberg Shockwave. My question is whether it would be legal to disassemble my Mossberg 500 (purchased as a shotgun) and reassemble it with a birdshead grip or stockless pistol grip and a barrel over 18 inches long so long as the overall length remains over 26 inches. Does anyone know of any instance where the ATF has ruled on this?
