Shopee refund to my unverified ShopeePay

I ordered a product, paid thru gcash. But the stupidass seller cancelled my order and shopee sent the refund on my unverified ShopeePay. I've been trying to activate it but it always end in ID verification failed. Any work around for this? This is so annoying. In Lazada if you pay thru gcash, the refund will also be sent in gcash. I don't get why Shopee allows the refund in unverified wallet in the first place. This ends up locking users funds.
