Why do I not get offers?

In the Chicago Metro, live in the suburbs over 500 shops 4.96 rating, 96% on time (Shipt has screwed me on late forgiveness multiple times in bad weather) like 20 preferred members, yet I maybe get 1-2 offers a day for actual orders (not prescription deliveries). I have to just scavenge on open metro for pretty much every order. Am I doing something wrong? Is the area just dead? Can someone from the area enlighten me I’m just confused. I used to be able to make 500 a week but now am looking at around 200-300.
