Problem with inflatable plug

I purchased an inflatable butt plug, but it doesn't inflate. Both the bulb and the plug end fill and get hard after one pump, and I can't continue. I can't believe I'm saying this, but, do I need to stretch the plug end like a balloon before inflating?
