Me and my friend went to Spencer’s to buy our first “toys” and I spent $15 on a bullet vibrator , I bought it in November and broke about three weeks ago . I changed the battery’s thinking that would fix the problem but it’s not turning on and if it sorta does it’s a very light buzz that your can’t even feel . Please let me know if I can fix it because just don’t want to have wasted my money

Doesn't sound like a reliable vibrator, I would suggest to invest a bit more in a known brand to get better quality and reliability.

We have the same We-Vibe Tango vibrator for the last 5 years and it's working like new (we use it in every session).
