Are all clit suckers vibration-based?

Is it possible structurally for clit toys to be more movement-oriented? More like lips moving, or how some dildos move the actual shaft as opposed to vibrate the toy from inside.
All the ones I've found so far seem to have a vacuum-like linear suck, or vibrate hard. But the movement itself is what I want. I love that stuff.
Is this a possibility at all? And if so, where could I find something like this (or a substitute in some form, I'm thinking a shoulder or head massager)?
