Help with a skirt doing something weird at the waist!

Hi guys,
I’ve had this pencil skirt for a long time but I realized recently the elastic is doing something weird at the waist. I took it to a seamstress who said it was normal (?) but I know it wasn’t like that before. I don’t know why it’s wrinkly now when it wasn’t like that before. The elastic seems twisted also.
Do you know what happened/how to fix it?
