Can someone pls help me figure out what fabric this is?

I'm making a similar costume and just cannot figure out what fabric this maxi skirt is made of. Is it chiffon? I want to make it slightly irreverent so I might layer tulle or something on top, or maybe I'll pick up some irreverent chiffon and layer it if that's the case
please help !!
