Manager stole from our tip pool. What do I do now? I am beyond frustrated.

I am dealing with a manager that is seriously dishonest and sneaky. He got a tip from a customer and just stuck it in his pocket. By the end of my shift I split my tips with him and he didn’t at all. Pretending like he never received that cash tip. Regardless if it was a couple bucks or not, that is disgusting behavior I can’t tolerate. I need help handling this. What should I do? I live in the state of Utah and don’t know what the laws on this are. Apparently he makes hourly and tips too because he serves with us but I do not appreciate how he does not respect the tip pool and practically stealing from me.
