Failed the 66 first time around

Hi guys. After studying for about 3 weeks, 20-30 hours a week I failed the 66. I ended up with a 67% instead of the 73% that I needed. I was extremely sick when I took the test, but I still feel that I should have passed. I didn't get a single question on the test regarding BD or IA registration, none with options, and only 2 with investment vehicles. Did I get a strange test or something?

Even so. How can I prepare better? I was using STC through my firm, and my average test score was about a 71%. I'll be studying and trying again in exactly a month.
