ISDs are very linked to the empire and the Resurgent is very linked to the FO. Even at the height of imperial power they never fielded a fleet of this size. I very strongly suspect Palpatine stashed away ships for the sole reason of having a massive fleet that is symbolically imperial in order to retake control of the galaxy directly after his rebirth

I believe the fleet over Endor was only about 30 Star Destroyers, plus the executor, plus the Death Star. The secret fleet is likely hundreds of Star Destroyers. Technically the Endor fleet is stronger because of the Death Star but the Secret Fleet has far more ships.

The Endor group was the largest single fleet assembled by the Empire. You are correct though. The Empire has 25000 Star Destroyers in its navy plus its host of other ships and such. The empire just didn’t want to tip the rebels off that they knew the attack was coming so only brought so many ships
