Advice regarding potential hidden bedroom surveillance in shared rental

I switched off my bedroom lights and opened my shutters last night and noticed two red illuminated dots not dissimilar in appearance to a laser light in the bottom half of the window pane. I fear these are either infra-red signatures or Rec. lights.

They appear fixed on a beam outside the window however they completely disappear if I lean either way a few inches, which I presume means that they aren't lights or lasers focused on the beam externally.

Attempts taken to locate source: - lit inspection x - torchlight inspection x -smartphone infra-red inspection x - smartphone EMF detector (high result at top centre of fly screen frame)

Of note: - no wifi in house - no home surveillance visible or previously agreed upon

(Social) Other individual in the rental is known for egregious defiance/disregard for others privacy and boundary violations (ie. room snooping despite escalated boundary reinforcement and reiteration, meddling with belongings in rooms when others are absent, standing outside bedrooms breathing at the door for up to 10 minutes at a time sporadically, evidence-backed history and reputation of domestic abuse typically associated with the narcissistic style of abuse) -intolerance or boundary reinforcment is known to trigger individual to escalate covert disturbing behaviours and this has occurred this past week

Please advise opinions and ways to troubleshoot source of the lights
