Does anyone know why there's an empty fenced area at 1115 Broadway in Capitol Hill?

Google doesn't turn up anything. Google street view goes back to 2007, and this area was a fenced-off yard even then. It's nothing compared to the pit in front of City Hall, but it seems like it would be a valuable piece of land. Does anyone know who owns it and why they're just leaving it empty?
Edit: Just to be clear, I'm not talking about 1115 Broadway E, but 1115 Broadway.
