Raise athena emissary
Buy your THR (Thieves Haven Run)
Complete your THR which will get you to grade 4
Buy a second THR, do it until you hit grade 5
Leave, and claim your emissary quest.
Lower your flag
Go and do your emissary quest, and complete your THR.
If not grade 5, grab another THR, rinse, repeat, hate life.
PS: If im wrong or there is a better way please let me know and I'll either edit the post or delete it in its entirety, as I dont want to give bad advice :)
