So. I like hunter's call. I think fishing is a severely underrated feature of the game and it's fun. However I feel like we can lean into this, with not only new fishing quests from hunters call, but also land based activities too.
These Voyages would work kinda like the lost merchant ship voyages. You start the voyage with a compass. This compass leads you to an area. Then you find the map piece.
Once you discover the X mark go to said island and dig up what's inside. This starts the second act of the quest, inside the crate is either a special Horn, or bait depending on your choice of quest.
If Horn sound it to summon the beast you must face against and kill to bring back to Hunter's Call.
If it's the bait, use it to fish. The fish that are catchable by this bait are so large that they will pull your boat if you are not anchored, and they can potentially slam into your boat causing a small hole to appear. Once caught you can turn it into hunter's call.
And as always the meat can be cooked for bonus rep and gold.
