Is this a social security scam?

I got a voicemail today, transcript goes like this: “Form you that there is a legal enforcement actions filed on your Social Security number for a criminal activities so when you get this message please contact the emergency _____________ which is (called number)I repeat (caller number)this is the final reminder from the office of Social Security administration thank you…” Is this a real voicemail? The call came from Baltimore but I’m Nevada, and I have no idea what sort of legal enforcement they have on me, a minor, that would involve calling me and not my parents.
