Cold calls from "Rogers" (and sometimes "Bell") that seem to be from autodialing international call center. Scam?

I get these calls approximately weekly. There is a silent delay before they begin speaking... The connection quality sounds poor as if VOIP, and it may be worth noting that the voices, on dozens of calls, have been exclusively in Indian accents (whereas I believe Rogers and Bell hire diversely in reality).

I even think on one call they mentioned both Bell and Rogers on the same call, which seemed super sus.

Nowadays, I never let them get past their initial spiel, as I'm not a customer of either Rogers or Bell. I used to be polite but they just keep calling, so now I just hang up.

Is this a scam, or just very incessant obnoxious direct marketing? I remember from earlier calls that they were trying to get me to agree to some new services or bundles of something, which I am assuming they would want to take a credit card for -- But of course I would never give a credit card over an incoming phone call anyway.

If these are scams and not just marketing, what's the particular format of the scam called?
