Clarification on liquid rates PLZZZZZ

So I need some clarification on how to proper interpret so when it say for example the Alt Heavy Oil Residue.
On the input side it says 3 m³ and at my over clock it says 75 per minute.
Is that meaning is using 75 m³ per minute or 75 units of 3 m³ per minute totaling 225 m³ per minute.
