Was it needed? I never drove on Wilshire and said it needed to be repaved. Seems like a big waste of money and resources. Plus, did they have to go the cheap route and use asphalt again? It does a terrible job, while it may be cheaper then concrete, it only lasts a few years before it has to be repaved. Does the paving contractors have a contract with the city that they keep getting the contract? If it was paved with concrete, that last for decades, so lot less money being spent long term.
Also, the climate effects of asphalt vs concrete is a big difference. Lighter concrete is better for the environment. Studies show a lighter surface for roads reduces temperatures by seven degrees.
