Apartment leaking advice

So my apartment flooded (I live on the downstairs unit). We contacted the maintenance worker and took photos and documented everything so far. I'm seeking advice on where to go from here. I'd like to mention back in april we had a leak in the same area where it's leaking now and had called the apartment office about it but no one ever came to our apartment to fix damages. They did however have a plumber come in and look at our ceiling (i mean he literally came in, too a look at the ourter side of the ceiling and then left, no information given). Apparently a pipe broke and they only fixed it on the upstairs unit (according to the maintenance worker). I'm honestly pretty upset because it feels like every time we ask for repairs they don't repair. What should I do?
